October 3, 2011 Allocation

The PUC issued two separate orders this summer related to the "Feed-in Tariff" pilot program:

July 29 - Order 11-280
VIR reduced by 20% across rate classes for the Oct. 3, 2011 allocation (see Table 1).
Sept. 1 - Order 11-339 related to the implementation of the program
Medium-scale projects (>10kW and <=100kW) divided by bid and lottery:
1) Competitive bid will take place during October allocations
Utilities will issue RFP w/in 5 business days of PUC's order)
2) Lottery will take place during April allocations
Applications accepted for a 24 hour period
No application fee at time of submission
If accepted, applicant has 3 business days to pay deposit
(if applicant chooses not to move forward, a subsequent applicant will be chosen and given 5 business days to pay deposit)
Small-scale projects (<=10kW) are subject to a lottery (no longer first-come, first-served)

Rate adjustments will be determined based on the ratio of capacity reservation requests during a 3-month enrollment window versus the available capacity (see Table 2)

PUC staff will engage in a generic investigation in the appropriate calculation of resource value of solar photovoltaic systems by October 31, 2011.
